Dis you do any work on the governor while you had it apart? New thrust bearing, springs . . . . anything??? If so, then crank back the bolt-head on top the one with the jam nut between it and the governor body, and see if you can get a rein on it.
If you never got into the governor, then you may be up for the usual suspects, which could include the spring, the thrust bearing, and making sure the needle bearings and bushings are all in ggod shape.
