I think you can do it by just changing the rims and tires, not the center hubs. The wheel hub and bolt circles are the same diameter on the C, H and M. This is because the M and H use a deep center rim and clamps whereas the C is flat center with lugs. I don't know if it the rim clamps will work with the C hub, but I bet they will. I'm surprised the 38 inch tires are cheaper though.
