Hard shifting, rolling resistance - IH 300 Utility

Just acquired a 1956 300 Utility that has a non-working TA. It seems unusually hard shifting, although there is no gear grinding when putting it in gear. There seems to be some rolling resistance or drag because it is not easy to get rolling in fifth, and if stopped on a slight incline with the clutch depressed, just popping the transmission into neutral will allow the tractor to roll. The PTO is also always running. Does anyone have an idea what would cause the hard shifting and rolling resistance?
