It could be the resistor or it could be a broken wire going to the resistor. The ignition switch could also be the culprit based on how it is wired into the circuit.Temporarily run a jumper from the hot post on the battery to the switch side of the ballast resistor and crank the engine. If it continues to run the ballast is OK, if not the ballast resistor needs replaced. If is runs, remove the jumper lead from the hot lead on the battery, and go to the switch and connect the jumper to the output terminal that is hot when the switch is in the run position. Start the tractor, if it runs the problem is in the existing wiring. If it will not run, and you have power coming to the switch, the switch needs replacing.
