could be a check valve or something with the depth control. Maybe your S D selector is in the wrong or non functional position. My opinion is that with a load it should go down if the plumbing and check valve are operational and the S D is fully in position. Even with low pressure.
should check the pressure with a gauge. Do you have the correct sized cylinder for the tractor and the load you are lifting. A 2.5 to 3 inch bore cylinder would be similar to factory.
have you checked and verified your fluid level?
