Do you hear any change in load on the engine when you try to lift the mower? If you are using a cylinder and you hear a change in load, check the couplers. If using a pioneer coupler with a ball connected with an IH coupler with a point, they can cause problems when they get worn. The point in the IH coupler slides to the side of the ball allowing the ball to close and shut off the oil flow.
If you are using the hitch it is possible the problem is with the unloading valve. If it lifts when you hold one of the auxiliary on pressure then the problem is with the unloading valve.
If you are using a hydraulic cylinder, and you hear no change in hydraulic load, see it it will move the cylinder just by itself. If you have no flow then, the most likely cause is the relief valve stuck open. It is a pilot operated valve so even if it looks good and does close, if the small spring breaks in the pilot part of the valve it will not allow any pressure to build up. The best way to check it is to swap it with a known good valve.
Other causes may be a blown gasket/O-ring or a pump failure.
