I have no data to back it up. From observation, I'd say that most state departments got their tractors painted in the state colors or repainted them to state colors upon delivery. Most local departments probably stuck with red. (The alternate bid for red was always cheaper!) Second most popular was probably orange.
Yellow wasn't that popular until maybe the mid-50s or later. A lot of them got repainted yellow if they still belonged to a highway department.
