Calling all M Diesel Experts!

I have a 1948 MD with a problem. When I brought it out of cold storage this year I noticed the fuel pressure wasn't what it should be. As I let it run and warm up I noticed that a air gap was forming in the water separation jar and the fuel was foaming up. It was sucking air from somewhere. When I put the engine under load it will hesitate and miss. The tractor idles fine however. I changed the filters but still no luck. The tractor starts and switches to diesel flawlessly. What the heck is going on.
