Correct, only the 14.9 has a larger circ/diameter.
The widest tire you can fit is only a factor of how wide the rim is. Most Ms I have seen have 10 or 11 inch rims. As a rule you can go 2 inches (don't count the decimals) larger than your rim width. ie 10" rim = 12.4" tire 11" rim = 13.6" tire
I bought a set of 14.9s on 11" rims and they didn't really look that bulged out, but you would loose contact patch. I think 15.5s look just fine on an M, but I tractor pull and like big tires. Anything bigger than 15.5s starts looking REALLY not stock.
