I'll check the voltage next time I start her up. The generator belt is loose and is similar to what Jim is saying deflection wise.
I guess the VR is just doing it's job then and charging when needed. I'm not having any starting problems but I thought it was just weird that the VR would charge at a lower RPM than at full throttle.
