My service manual states this:

To renew dry type sleeves after pistons are out, remove them from top using IH puller Se 1213 or equivalent. Thoroughly clean crankcase bores and the counterbore at top and clean any paint or grease from the sleeves. Coat the outside of sleeves with light engine oil and press or drive sleeves into bore of crankcase. Tops of sleeves should be flush with top of crankcase but may project above it a maximum of 0.006. Top of sleeve should not be below top of surface of crankcase. Cylinder sleeves require no honing or boring after installation but should be checked for possible distortion or high spots.
