There are 2 areas to time in a mag, usually. One is external, the mag to the tractor. That is where you have the rotor on #1 to the cap, and the #1 cylinder on TDC. The other is to the mag, and it relates a number of items, like timing it to when the impulse trips, also times where the rotor is in relation to TDC. on an H4 mag, unlike an F4 or an E4A, there are only certain positions that the magnet is generating spark, so internal timing is crucial. on an F4 and an E4A, the rotor is always in the magnetic field.
So, it is absolutely possible to not have any spark if you have the internal mag timing incorrect on an H4. I had a heck of a time with an F4 mag that the internal timing was off. Shadetree mechanic who I bought it off of said, "I rebuilt it myself". Yeah, he rebuilt it alright. Threw a bright blue spark, but always at the wrong point of impulse. Also, I couldn't get the timing quite right. took the mag apart, and yup, it wasn't timed correctly inside.
