Knew you were a Deere guy as soon as you said ALL FUEL. The 10-20 gear drive is a Kerosene tractor. The brass petcocks you saw on the valve cover are the primer cups, the valve oilers are up there too but not brass. Lots of these tractors were later run on gasoline only and things like gas tanks and primer cups were removed.
Since we cant see what is on this tractor in particular, since the gas tank is gone I suspect the tractor was run on strait gas. Some of the kerosene equipment may no longer function or even be there. We also don't know which mag you have on there, starting procedure is different depending on mag equipment. Can u get pics or can the current owner give you a starting lesson?
