Yeah there was a kit to convert a steel #8 to a rubber tires... Back in the 1940's and 1950's!!!
You can't reasonably expect such kits to still be available 60-70 years later. There probably is one in some old IH dealer's warehouse somewhere, but good luck with finding it. If you did find it you wouldn't want to use it... It's a museum piece and worth many times what your plow is worth.
If you want a #8 on rubber, you should locate a complete #8 on rubber. They're out there.
You're so worried about cutting up the steel wheels, but you're going to going to ruin the historical integrity of the plow by converting it to a more modern version anyway... I would just restore it as-is and look for a rubber tired plow.
