You will need to diagnose it: remove the drive shaft from the tractor (it may (should have) a over running clutch on the tractor end of the shaft) if it does, make sure it is not broken allowing slippage. If it is OK, check the PTO shaft by turning it with a pipe wrench (tractor engine stopped, clutch out PTO in gear) If you can turn it (use a lot of force), it is broken internally. If not it could be that overrunning clutch slipping internally. test it again with more force. Jim
