Here is a few ideas. Take the drain plug out of the bottom of the bowl and make sure gas is running for at least a full minute, if it doesn t and you know you have good flow to the carb, then the needle valve is hanging up(or the float is adjusted wrong). If you have a rubber tipped needle valve throw it away and get a solid one(ethanol will swell them)but the biggest problem I find, is the made in China needles are too big and hang up in the seat, a little filling and polishing on the three sides of the needle will take care of that.
