Like Jim says--could cause either problem. Try insulating the bare wires & then put a thin plastic under the third [field] brush---or if only 2 brushes, insulate both from the armature & see what your multi-meter reads on RX1 ohms scale. put leads on F terminal & ground [case]. If reading is infinity, you are good to go. If there is continuity, you have a short to ground somewhere in the field coils. Glad you're getting this taken care of.
