Touch Control is IH's first attempt at an integrated lift system. 3pt hitch was patented at the time, and IH would have had to pay royalties to Harry Ferguson for every tractor produced with 3pt.
There are a total of 3 arms. Two on the left. One on the right.
The inner arm on the left, and the arm on the right are connected together, and controlled by the right hydraulic lever. These originally were used to lift the front sections of the cultivators, or to control the depth of a plow.
The outer single arm on the left was originally used to lift the "wheel mark scrubbers," aka the rear sections of the cultivators. It was also used to lift and lower a mounted plow.
There were many other implements that all used the Touch Control in various ways for lifting, lowering, and depth control.
Your 3pt hitch is AFTERMARKET. It was added on later. The tractor didn't come with 3pt hitch from the factory. Whoever designed the 3pt for your tractor cleverly used the Touch Control lift arms to lift and lower it.
