I have one tractor with tires full of fluid and one never had it. The one with fluid is rock solid but the other with air only will bounce or rock. The fluid will not compress and when the tires are full, no where for it to go so it rides pretty firm. Air will compress so you will get more movement from it.
As for adding fluid or not, to me, it depends on what the tractor is used most for. If it is mostly for heavy tillage on hard ground, fluid works good. If most of the use is on loose ground like planting, I like the air only set-up, with duals and add weights if needed.
