Just a guess. Is it a Hydro 84 IH tractor. These were the Hydro version of the 84 Series tractors, the last IH utility/compact tractors before the Case/IH merger. Should have a lever to the left of the steering wheel that controls the rate of speed forward or reverse(called the S/R or speed ratio lever), there should be a lever to the right of the steering wheel that will allow for high & low ranges of the Hydro. Should have a 4-cylinder German Diesel. One of the "B"s in the serial # would indicate this tractor was British built, which would make sense as the 84 Series were built at IH's Doncaster, England, plant. Hope this gives you an idea.
