Hi Danny, sometimes the cause of the pin on item 4 shearing off is that the PTO clutch is not adjusted properly and the PTO shaft from the PTO clutch never stops turning and the Operator forces the PTO into gear. I believe to replace item 4 the hydraulic housing must be removed for access. We are assuming that item 4 is the problem. We had tractors on our family farm with the same setup from 1962 to 1994 and put many thousands of hours on them and all we ever did was adjust the PTO and transmission clutches.
