There were several road gear setups. One of my F20s has a road gear built in to the transmission. Heisler (sp?) made a unit that attached to the front of the transmission, externally, and when I was a kid, the F20 i used had a Montgomery Ward road gear on front of the transmission, and it also had Sears foot brakes. The road gear that goes on front connects the input shaft directly to the output shaft by way of the shaft where the bearing is below the input shaft. To use it, we had to have the transmission in neutral, then shift the road gear into action. To have them both engaged at the same time would lock up the gears. I hope that made sense to you.
