Before getting into the carb, try resetting the linkage between the governor arm and the throttle lever on the carb per the manual. It doesn't take much to get that off. Just a little movement in the new position of the head or the manifold, or where the carb hangs off the manifold, from where it was before, can make a difference.
Motor stopped, throttle lever at the seat full forward (i.e., high speed). Pull the pin out of the clevis at the front of the rod between the carb and the governor arm. With just enough pressure to meet the tension from the governor, hold the governor arm back. At the same time, push the rod to the carb back as far as it will go. With everything in that position, thread the clevis itelf on the rod so that everything lines up so that you can slip the pin back in.
If that fails, there's the adjustment to the bumper spring on the underside of the governor housing.
