Hi the 684 has an open center hydraulic system and engine should be under no load until hydraulic valve is opened. Check that draft control lever is fully forward. Make sure remote hydraulic control lever returns off position (center). Check hydraulic filter and screen for being clogged. The hydraulic circuit is split into 3 gpm for PS,PB and PTO, 9 gpm for 3pt and remotes by MCV valve behind the hydraulic filter under the left foot rest.
