Easy fix The battery needs to be good (assuming it is for now). The fail to start is due to low voltage at the coil when cranking. Small battery cables are usually contributory. The need to be 0gauge cables and solid connections to ground and starter relay. To prove it is the issue, a second battery can be used to jump start the tractor at the starter side of the relay. With the key on, the jumper battery (even 12v) will bypass the electrical system, and not affect the electrical system at all. I be t it starts right up. If you want to see the issue first hand, put a good meter on the coil terminal connected to the key. When cranking I bet it shows less than 4.8 volts. It needs more like 5.6 to 5.8 volts to start.
