This isn't a problem you can adjust away.
Something is broke in the Tel-a-depth system. Specifically, the mechanism that tells the tractor that the hitch is in the desired position, and to stop moving the cylinder.
The tractor can't tell that the cylinder is at the end of its stroke, so it keeps trying to move it. That's why the engine is laboring.
I think the simplest fix is to replace the Tel-a-depth valve with a regular hydraulic valve.
