Is the bearing good? If the bearing is worn and has play, you won't be successful in getting the seal to hold. Also, don't know what tractor you are talking about, but on most IH tractors, the seal at tht front of the transmission runs on the clutch coupling, not directly on the shaft. Even if the seal is good, oil can still leak between the shaft and the coupling part and come out around the washer and bolt that hold the coupling on the shaft. There is supposed to be a gasket under the washer to prevent this from happening.
