PTO Runs Continuous- Locked in

On a 300 Utility, the pto stays engaged. I also seem to have problems with my engine clutch, which wants to grind at times as I change gears. Does anybody have a suggestion as to what might be the problem(s). I did try to adjust the two screws located above the pto shaft, but it did not seem to help any in disingaging the pto. Thanks for your help.
