The Mag is really important to a crank starter, the spark should be blue and jump about a quarter inch. if it doesn't change the condenser and dress the points. If it still doesn't have good spark the magnet could need remagnetized. Best to send it to someone like Nebraska Kirk for a rebuild, it will save hours of frustration and you'll be glad you did.
As for value, unless it's an oddball like a narrow tread, high altitude, low number etc.. they are not big money tractors, seems alot of collectors just don't like to crank these old girls. really nice ones can be had for 3 grand or so
