Getting voltage to the heaters is not enough. The heaters must be working. They could be burned out. Kind of like turning on the light and the bulb is shot. Exercise caution in using the ether and the glowplugs together. I advise against doing that. If you are going to ether the engine have the battery in top charged condition and if you have a charger put in on the battery and when you are ready for cranking put it on boost. Once the engine starts turning spray a shot of devil juice into the inlet. If the tractor starts running fine. If it acts like it wants to run just give it enough ether to keep it running to see if the tractor can catch up on its on. If after a brief period it does not run on its own you are going to have to work on the fuel delivery system. Have you verified that fuel is being delivered to the injectors?
