It seems that way, Take the gear out and see how it looks. If there is no play in any of the joints between the steering wheel and the tires it seems like it would be the gear. I dont have an A here to see what else could be wrong but im going to say its the gear.
IT seems like you could get by with a 1/5th. Ive driven some as bad as 3/8th but i would look into replacement
