I think an O/OS would have a low slung intake and exhaust. IIRC the difference between the O and OS was the omission of the fender flares (I don't remember the real word) and side curtains on the OS.
I am going with W-4 as well. On first look I thought the hood was too narrow, but on second look I guess it is a 4.
Is the motor stuck? The tires don't look the greatest and the fenders were beat up. Those are two/three really expensive areas. I'm not sayin, I just sayin. It is your money. I would definatly buy it if I could buy it right, but I wouldn't pay like crazy for it.
