One of the tools commonly sold for such a job is a flat bar, the working end of which is also of flat bar stock with two ends in roughly the shape of a hammer claw. Works on the same principle. Hook one of the claws under the shell of the seal, then rock it back against the outside of the other claw and pull. Another way that doesn't invovle a specialty tool, is to get two, three or four screws into the shell of the seal and use another prying tool (something like a pry bar with a notch for cutting or pulling nails) to pry on the undersides of the screw heads.
