Do you have the clutch blocked ahead/ released when you are trying to turn the engine? Before pulling the pan, I'd block the clutch ahead & remove the starter & try to move the flywheel with a large screwdriver using not much force. Alternatively, jack up a rear wheel & try rocking the wheel with the tractor in high gear.
