Throttle lever friction is set by the “governor friction control”. It’s on the left end of starting mechanism crosshaft, above and to the rear of the injection pump. Sounds like yours is either set too tight or needs a good cleaning.
On the back (engine) side of the friction control housing there’s an adjustment nut. It bears on a spring that sets throttle lever friction.
Incidentally if memory serves (it's been a while since I messed with one...) the friction control must be removed from the engine to access the adjusting nut.
