You need to take that hub off that drives the pump and is held into the drive gear with the three bolts. The hub is slotted to fine time. Have your engine on number one compression stroke, set at the 14 degree btdc mark, install pump with timing marks on pump lines up and then install the hub. If you originally removed the pump without aligning the timing marks on both pump and crankshaft pulley you could be 180 out of time. But if you install pump and have gear supported with hub you can turn engine by hand until your mark is at 7 o'clock and if marks on pump don't come around pull pump back out and turn it to marks. Hope I haven't confused you. No reason it can't be timed if it worked before and you didn't change gear setting and like you said you can't with out removing front timing cover. This pump turns at one half engine speed. Some turn at engine speed and have a reduction internally to distributor head like the ambac pumps.
