You can't LOOK at a battery cable and tell if it's good.
What you need to do is actually take the connections loose and clean them thoroughly with an abrasive tool.
The lights should always work whether the key is on or off. They're hooked up to a separate circuit. Since they don't work, I would have to say that you have no power from the battery whatsoever. That indicates a bad ground or broken cable.
A multimeter to test the battery voltage, as well as the continuity of each battery cable is the next step after cleaning.
