On my W-400LP, I had that diaphram out several months ago in order to check its condition. Unfortunately, I can't remember if the valve is one piece or manufactured in two peices and permanently coupled together. I believe that piece should come out of the carb as one piece.
There may be as many as 6 to 10 Ensign carbs on eBay each year. Or you could call Welter'a Farm Supply.
