Try tractorkits.com. I have purchased 5 complete overhaul kits from him and have been happy with the service and quality of parts (although I will buy engine gaskets only from IH). Tractorkits.com will customize the kits for you and price accordingly. As of my last purchase about two years ago all of his sleeve sets were US made and when I asked your question he told me that there was only one US maufacturer, I believe the name was Richland Industries. Now who knows, maybe they are all made offshore. You can email him that question.
