460U, IPTO runs constantly. If I disengage it the engine bogs down as if under large load.
I just run it constantly turning although I try to be extra careful as it is a safety issue....I don't think it hurts anything at all (just a shaft turning in ball bearings). In your case the lever position with all the noise would seem to be much worse.
I believe the problem with my tractor is that one or more bands inside the trans are mis adjusted or shot. I have attempted no adjustments at this point.
