Symptoms indicate a fuel starvation problem, not a governor issue!
When the engine starts surging try slowly closing the choke. If you find a choke setting that causes the surging to go away, fuel starvation is the problem.
Some possible causes:
- Restriction in the fuel line supply (obstruction in the gas tank covering the fuel outlet, plugged sediment bowl, plugged carb inlet screen, etc.) - Blocked carb orifice - specifically the high speed jet - Vacuum leak (look at the carb to manifold and manifold to head gaskets)
