Gadget and Big Fred are right about grabbing that pulley, very hazardous to your health.
Sounds like your governor isn't opening up the carb when the engine gets loaded. Follow the procedure to adjust the governor to carb linkage first and eliminate all the slop you can. If that doesen't help, check the innards of the governor for function, wear and general cleanliness. Lubricate as required. I haven't been into a Cub governor yet, but mine seems a bit sluggish so I may be joining you soon. Phil
