They generally say that you should have 1 to 2 inches of free play in the pedals before the brakes "grab". To adjust them do this, take the rear wheels off the ground, tighten the brakes until you cannot move the wheels by hand. Then back off the tightening until the wheels turn with a VERY VERY LIGHT resistance.You can continue to do so until you have the correct amount of free play in the pedals again, 1 to 2 inches.
