With what you have told me you need to rig a short boom in your loader bucket, lift the front of that 460 and put it in your shop. Than disconnect the tie rods and with the front wheels of the tractor off floor check each spindle to see if it will turn. At this time the steering gear box will be disconnected from the front wheels and if the gear box is ok the steering wheel should turn. Also if the the steering shaft has any movement the bushings should be ok. Also down where the steel hyd. lines enter the back of the steering gearbox is a splined connection. The steering shaft needs to telescope at this coupling.Your problem will be at any one or more or all of these points. If you don't have a service manual you need to get a I&T service manual or I.H. shop manuals as all these points in the steering linkage will be explained and have pictures as will all other parts of the tractor.
