As others have said, the resistor is either the wrong one or has gone bad. I have seen brand new ones that came out of the box bad.
My recomendation would be to remove the points & condensor & put in an electronic ignition system. Then you won't need a resistor or worry about replacing points or fouling plugs as much and my experience is that the tractor will runbetter.
I have a SMTA that was continually fouling plugs until I put in an electronic ignition. Since then it hasn't fouled a plug. Also have a Toyota forktruck that would burn up a set of points in just a few days, was always fouling plugs, and was next to impossible to start without staring fluid even when kept in the heated shop. Put in an electronic ignition & haven't changed plugs since (3 years ago) and it started the other day sitting in the unheated tool shed without starting fluid at 8º
