Yes, you can measure it. Need a variable voltage DC power supply. Connect ARM & GND to supply & slowly increase voltage until cut out pulls in (a bit above 6 or abit above 12) and similarily for regulator contacts (~7.7 or 14.4) and looking for those contacts to open rather than close as cut out does.
