I agree it could be too tight of an adjustment. If you use the brake lock as a parking brake, and don't heat up the brakes with use when you use the tractor, the same high humidity conditions will lock them up. If it is IH disc with 4 retaining bolts it could have worn ramps allowing the balls to get into a flat spot. Good luck. JimN
