Not sure what it is. I can say, if it's helpful, that it's not a 21. The double spring wouldn't be right, the pulleys are not one above the other as on a 21, and the transport stay rod is way too long.
I've got my doubts about it even being a 24, which was pretty just much a beefed-up version of the 21, and that box, and that bow around the bearing boxes isn't at all familiar.
The 21 and 24 were made for two different frames, one for the A series and the other for the Cs. I'm guessing from the relative size of that Fast Hitch, that it was for an H or M, but I don't know them well enough to come up with possible model numbers.
