You will waste time working on the throttle- governor linkage. If you have a drain plug on the bottom of the carb bowl, remove it & get fittings to be able to bring a short piece of clear plastic tubing up alongside the carb bowl. This is to check the fuel level in the carb while running. My best guess is carb float level or blockage is causing trouble as Jim says.
