I would knurl the shaft where it goes into the block (only enough to increase its size to be tapped into place) and use locktite stud and bearing mount to assemble it. Pre lube the gears with petroleum jelly (pack it full) and pre lube the oil passages by pumping them full with an oil can or drill pump. Cubs do not like to self prime. and if it has some wear, it will be even more likely to fail to prime. JimN
